In the very old days, especially when High Tier Premium Ships were rarer and Tier X had no Perma-Camo with big cost cutting perks, a lot of guys hanged around Mid Tiers (V-VI) to make money so they could feed their High Tier play. The "sweet spot" is Tier 5 (for the earnings versus service-costs ratio) and Tier 6 & Tier 7, because one can participate in Scenario Operations (which tend to provide higher earnings potential).
